We are seeking a MEAL Manager II to provide technical and management leadership for Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across Tanzania, Mozambique, and Lesotho within the TaMoLe ESARO hub. The role will strengthen MEAL systems, ensure high-quality data and accountability, support evaluations and learning, build staff and partner capacity, and provide hands-on technical support to projects when required.
Responsibilities

Provide technical leadership and oversight for MEAL systems across new and existing projects.

Support project design, start-up, implementation, close-out, emergency response, and operational transitions.

Ensure MEAL activities comply with CRS policies, donor requirements, and industry standards.

Provide surge and hands-on MEAL support during critical project periods.

Coach and manage MEAL staff and support their professional development.

Develop and strengthen project data-management and information systems.

Establish and periodically review feedback, complaints, and response mechanisms (FCRM).

Design and oversee evaluations, including development of appropriate terms of reference.

Facilitate data-informed learning and cross-country knowledge sharing.

Support research and documentation of promising practices and lessons learned.

Promote appropriate use of technology and innovation in MEAL.

Lead MEAL inputs for funding proposals and ensure compliance with donor and agency standards.

Contribute to MEAL budgets, staffing plans, and proposal development.

Design and deliver MEAL capacity-strengthening activities for staff and partner organizations.

Prioritize MEAL support across Tanzania, Mozambique, and Lesotho according to programme needs and emerging priorities.
Requirements

Bachelor’s degree in International Development, Statistics, Economics, or a related field.

Minimum 5 years of relevant field-based professional experience.

Preferably at least 3 years of experience working in MEAL.

Experience managing MEAL systems for moderately complex projects.

Strong quantitative and qualitative research skills.

Experience designing and overseeing programme studies and evaluations.

Experience using evaluation findings and data to support adaptive management.

Experience with project design and grants management.

Experience working with multiple public donors, including the U.S. Government.

Experience engaging and strengthening partner organizations.

Staff management and coaching experience.

Experience supporting project start-up, emergency programming, organizational transitions, or surge deployments.

Demonstrated ability to move between strategic leadership and hands-on technical implementation.

Strong technical proposal-writing skills.
-
Master’s degree is preferred.

Fluent English.
