We are seeking an Accounts Clerk to support the control and maintenance of accounts and the processing of financial transactions for the Delegation of the European Union to the United Republic of Tanzania and the East African Community. The role covers invoice and payment processing, budget monitoring, account reconciliation, financial reporting, procurement support, payroll administration, and maintenance of financial records. The position is offered on a two-year fixed-term contract with the possibility of renewal.
Responsibilities

Receive and verify incoming invoices and internal payment requests against contracts, purchase orders, order forms, and other supporting documentation.

Act as an initiating agent in the Delegation's financial management system.

Register commercial invoices, internal documents, and credit notes in SUMMA.

Ensure payments are processed within required deadlines and in accordance with the EU Financial Regulation.

Execute payments through local bank accounts and follow up on outstanding or unsuccessful bank transactions.

Maintain financial-system records for contractors and staff, including legal entity, bank account, and financial identification information.

Encode budget requests, commitments, and de-commitments in relevant budget, accounting, and mission-management systems.

Manage petty cash accounts and maintain accurate supporting records.

Monitor, adjust, and verify execution of the authorized budget in accordance with applicable financial regulations.

Assist with preparation and monitoring of annual and interim administrative budgets.

Prepare monthly account closures, reconciliations, and financial reports.

Prepare supporting documentation for ex-post control requests.
-
Calculate mission cost estimates and assist with verification and settlement of mission claims and representation expenses.

Support procurement procedures and contract administration.

Prepare purchase orders and order forms and upload contracts to the appropriate platforms.

Monitor contract consumption and related financial commitments.

Assist with preparation of monthly payroll for local staff, including overtime and salary arrears.

Support administration of financial rights and obligations for expatriate staff, including temporary accommodation and other eligible costs.

Identify discrepancies in financial information and support timely resolution.

Maintain accurate, complete, confidential, and audit-ready financial documentation.

Perform other administrative duties assigned by the Head of Administration or Head of Delegation.
Requirements

Post-secondary degree in Accounting, Audit, Finance, or an equivalent field.

At least 3 years of relevant professional experience after obtaining the required qualification in accounting, audit, finance, or a related area.

Good command of English at a minimum CEFR B1 level.

Legal right to reside and work in Tanzania.

Medical fitness to perform the required duties.

Basic knowledge of the EU Financial Regulation and relevant financial and accounting rules.

Knowledge of corporate financial systems used for accounting, budgeting, and financial transaction processing.
