K-FINANCE is seeking an experienced Core Banking/MIS System Consultant (individual or firm) to support the selection, implementation oversight, and stabilization of a suitable core banking/MIS solution. The consultant will provide expertise in system requirements assessment, regulatory compliance, vendor selection, procurement processes, contract evaluation, and implementation supervision.
Responsibilities
Requirements gathering and ensuring compliance with: Bank of Tanzania (BOT) regulations, TIPS requirements, Mobile money integrations, Credit bureau requirements.
Vendor market assessment and evaluation.
Request for Proposal (RFP) management and evaluation.
Support during contract negotiations.
Independent implementation oversight from system selection, contract signing, implementation phase, go-live, and post-implementation stabilization.
Requirements
Proven experience leading the selection of at least two (2) core banking/MIS systems for Microfinance institutions (MFIs), SACCOs, or comparable regulated lending institutions.
Experience providing client-side support in at least one full core banking/MIS implementation, from contract signing through go-live and system stabilization.
Demonstrated experience in ICT procurement processes, including RFP preparation, vendor demonstrations, evaluation scoring, contract negotiations, SLA agreements, escrow arrangements, exit strategies, and data ownership provisions.
Strong understanding of Bank of Tanzania regulatory requirements applicable to Tier 2 microfinance institutions, or equivalent East African regulatory environments.
Ability to provide a signed declaration of independence confirming no reseller relationships, referral arrangements, commission agreements, or partnerships with core banking/MIS vendors.
