UNESCO is seeking an Individual Consultant – Campus Africa Programme Implementation Support to provide technical and programmatic assistance to the UNESCO Regional Office for Eastern Africa in implementing the 2026–2027 Campus Africa workplan.
The consultancy will support regional higher-education initiatives focused on research capacity, applied STEM, digital skills and artificial intelligence, student entrepreneurship, recognition of qualifications, quality assurance, and institutional governance across Eastern Africa.
The consultant will also support coordination, research, partnership development, proposal preparation, stakeholder engagement, workshops, and implementation of activities related to the Addis Ababa Convention.
Responsibilities

Support implementation and coordination of activities under the Campus Africa programme.

Finalise the “Empowering Women in Applied STEM” research project covering selected Anglophone Eastern African countries.

Support publication and dissemination of findings from the pilot phase of the Applied STEM research project.

Provide technical and programme support to the Education Track of the East African Alliance for Digital Skills, AI Research and Innovation (AI for EAC).
-
Support higher-education initiatives related to artificial intelligence and digital skills.
-
Support programmes strengthening social entrepreneurship among student innovators in East Africa.

Follow up on student innovation initiatives and explore opportunities for regional expansion.

Promote regional awareness and dialogue concerning recognition of academic qualifications.

Support capacity-building activities related to implementation of the Addis Ababa Convention.

Conduct research and provide evidence-based recommendations.
-
Support development of partnerships with relevant institutions and stakeholders.

Coordinate and engage with regional stakeholders.

Draft project proposals and other programme documents.
-
Participate in workshops and other regional activities across Eastern Africa.

Provide technical and programmatic input across Campus Africa workstreams.

Prepare high-quality reports, policy briefs, recommendations, and other programme documentation.
