International/National Consultant – Health Care Technology Implementation Plan

UNICEF Tanzania is seeking an International/National Consultant for approximately 2.5 months to develop a comprehensive, costed, and operational implementation plan for Health Care Technology Management. The plan will translate policy directives into actionable interventions across all levels of the health system and support planning, budgeting, and resource allocation for health care technologies under the Health Sector Strategic Plan V.

Responsibilities

• Develop a comprehensive, costed, and operational implementation plan for Health Care Technology Management.
• Translate policy directives into actionable interventions across all levels of the health system.
• Define institutional roles, financing mechanisms, human resource requirements, service delivery standards, and monitoring frameworks for effective lifecycle management of health technologies.
• Assess estimated implementation costs against available and projected health-sector resources.
• Review national and subnational budget allocations, existing financing mechanisms, and potential development partner contributions.
• Inform prioritisation of investments in biomedical equipment and maintenance infrastructure.
• Support planning for the allocation and deployment of biomedical engineering personnel.
• Propose sustainable financing mechanisms for equipment lifecycle management.
• Define roles and accountability for implementation across national and subnational levels.
• Facilitate consultations with the Ministry of Health, PO-RALG, development partners, and financing institutions.
• Build stakeholder consensus around the proposed implementation plan.
• Ensure the implementation plan can be integrated into annual Comprehensive Council Health Plans and national budgeting processes.
• Align the plan with broader health-system strengthening initiatives under the Health Sector Strategic Plan V.

Requirements

• Advanced degree, at minimum a Master’s degree, in Biomedical Engineering, Clinical Engineering, Health Systems Engineering, Public Health, Health Policy and Planning, Health Economics, or a related health systems discipline.
• Minimum of 5 years of progressive experience in health systems strengthening, health technology management, or health infrastructure development.
• Demonstrated experience developing national or large-scale implementation plans, strategies, or investment cases in the health sector.
• Proven experience with biomedical equipment management systems, including procurement, maintenance, lifecycle management, or health technology assessment.
• Experience working with public health systems in low- and middle-income countries, preferably in sub-Saharan Africa.
• Experience engaging with government ministries, subnational health structures, and development partners.
• Strong expertise in Health Technology Management systems, biomedical engineering services, and hospital infrastructure systems.
• Demonstrated ability to design costing models, investment cases, and multi-year implementation plans.
• Strong understanding of public-sector planning and budgeting processes.
• Ability to integrate implementation activities into national and subnational health planning cycles.
• Fluency in written and spoken English and Swahili.
• Strong analytical and technical report-writing skills are desirable.
• Ability to facilitate multi-stakeholder consultations and consensus-building processes is desirable.
• Familiarity with national health-sector strategies, plans, and guidelines is desirable.
