United Nations Volunteers (UNV) is looking for an Associate Officer – Blue Economy & Climate Financing to support implementation of the Zanzibar Joint Programme and the Joint Programme on Subnational Financing Solutions. This is a 12-month international UN Volunteer assignment based in Unguja, Zanzibar, focusing on programme implementation, innovative financing, partnerships, monitoring and evaluation, and knowledge management related to the blue economy, climate resilience, and sustainable development.
Responsibilities

Support planning and implementation of programme activities in line with approved Joint Programme documents and annual work plans.

Support programme activities and achievement of outputs across thematic areas.

Support implementation of innovative and climate-resilient technologies in priority value chains, including seaweed and marine-based livelihoods.

Contribute to mainstreaming gender equality, inclusion, and human rights across programme activities.

Support implementation and monitoring of programme financing mechanisms.
-
Explore basket fund and pooled funding opportunities for Joint Programme implementation.
-
Contribute to research on innovative and blended financing approaches involving public, donor, and private-sector resources.

Assist with coordinating financial flows under pass-through funding mechanisms, including SDG Fund mechanisms.

Support engagement with financial institutions to improve access to finance for MSMEs, farmers, and marine value-chain actors.

Contribute to financing proposals and resource mobilization strategies.

Facilitate private-sector participation in financing climate-resilient and blue economy initiatives.

Assist in coordinating activities among Participating UN Organizations, government institutions, and development partners.

Support engagement with government ministries, local authorities, and community structures.

Participate in Steering Committees, Technical Committees, and regional and district coordination mechanisms.

Strengthen partnerships with civil society, the private sector, and development partners.

Support implementation of the programme Monitoring, Evaluation and Learning (MEL) framework.

Support collection, analysis, and reporting of data against programme indicators and targets.

Contribute to quarterly, annual, and donor progress reports.

Support evaluations, field monitoring visits, and data collection activities.

Capture and disseminate best practices related to innovative financing and blue economy interventions.

Support development of communication materials, briefs, and visibility products.

Contribute to advocacy activities aligned with the Sustainable Development Goals and UNSDCF priorities.

Support knowledge-sharing activities across participating agencies and partners.
Requirements

Bachelor’s degree in Development Studies, Economics, Marine or Environmental Sciences, Social Sciences, Public Policy, or a related field.

Fluency in English.

Experience supporting multi-sectoral programme implementation and coordination.

Experience in research, documentation, or supporting innovative financing approaches such as blended finance, pooled funds, and donor-funded initiatives.

Experience in blue economy initiatives, sustainable livelihoods, or seaweed value-chain development.

Knowledge of programme support, coordination, and innovative financing approaches.

Strong partnership and stakeholder-engagement skills.

Strong presentation, communication, and report-writing skills.

Proficiency in ICT and digital tools.

Previous volunteering experience or exposure to another culture through studies, volunteer work, or an internship is highly regarded.

Applicants must be nationals of a country other than the United Republic of Tanzania.

Applicants must be Irish citizens, European Economic Area nationals with an unrestricted right to reside in Ireland, or holders of a declaration of refugee status from the Minister for Justice and Law Reform.
