Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Médecins du Monde (MdM) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer responsible for developing and maintaining effective MEAL systems to support programme performance, accountability, learning and evidence-based decision-making in Tanzania. The role focuses on data collection, quality assurance, analysis, reporting, learning activities and supporting the CUTTS Hep C research project through research data management and monitoring processes.

Responsibilities

• Develop and maintain project-specific Monitoring and Evaluation frameworks.
• Develop logical frameworks, indicators and data collection tools.
• Ensure M&E systems comply with organizational and donor requirements.
• Monitor programme performance against targets and logical frameworks.
• Develop M&E guidelines and sustainable monitoring systems.
• Coordinate data collection, verification and analysis activities.
• Ensure data quality, consistency and compliance across projects.
• Maintain reporting tools and monitoring systems.
• Conduct field visits to verify data quality and programme progress.
• Identify and implement corrective actions where required.
• Maintain data protection and confidentiality standards.
• Prepare accurate and timely M&E reports.
• Maintain secure filing systems for project information.
• Document lessons learned, success stories and best practices.
• Train project staff and partners on M&E tools and methodologies.
• Provide technical support on data collection and quality assurance.
• Strengthen monitoring capacity of field teams and partners.
• Facilitate learning and reflection sessions.
• Support continuous improvement of programme design and implementation.
• Develop accountability and feedback mechanisms for community participation.
• Collaborate with project coordinators, managers, field teams and external evaluators.
• Liaise with donors and partners on M&E matters.
• Represent MdM in relevant M&E meetings and workshops.
• Monitor data entry processes in REDCap.
• Provide data extracts for analysis.
• Support research sites with data-entry processes.
• Review data quality and resolve data queries.
• Follow up on corrective actions related to data quality and protocol issues.
• Use REDCap data to populate Monitool indicators.
• Participate in quarterly site-monitoring visits.
• Complete study-monitoring checklists.
• Ensure compliance with research protocols, SOPs and Good Clinical Practice (GCP) requirements.

Requirements

• Degree or diploma in Monitoring & Evaluation, Data Management, Public Health or related fields.
• Minimum 2 years of experience in Monitoring & Evaluation.
• Minimum 3 years of experience working on development projects with international NGOs or NGOs.
• Experience working with key populations is an added advantage.
• Experience in research data management or health research is an added advantage.
• Experience using REDCap or similar databases is an added advantage.
• Knowledge of research protocols and SOPs is an added advantage.
• Basic knowledge of Good Clinical Practice (GCP) is an added advantage.
