Monitoring, Evaluation, Accountability and Learning Officer

Médecins du Monde (MdM) is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer responsible for developing, implementing and maintaining monitoring and evaluation systems that improve programme quality, accountability and effectiveness. The role focuses on generating reliable data, supporting evidence-based decision-making, ensuring donor compliance, strengthening learning processes and supporting research-related data management activities.

Responsibilities

• Develop and maintain project-specific monitoring and evaluation frameworks, including logical frameworks, indicators and data-collection tools.
• Ensure monitoring and evaluation systems comply with MdM standards and donor requirements.
• Monitor and analyze programme data to track progress against targets and logical frameworks.
• Develop monitoring and evaluation guidelines to support sustainable M&E systems.
• Coordinate regular data collection, verification and analysis activities.
• Ensure data quality, consistency and compliance.
• Maintain appropriate reporting tools, formats and monitoring systems.
• Conduct field visits to verify data quality and implement corrective measures.
• Ensure data protection and confidentiality of programme information.
• Prepare timely and accurate monitoring and evaluation reports.
• Develop and manage secure filing systems for project information.
• Document lessons learned, success stories and best practices.
• Train project staff and partners on M&E tools, methodologies and data-quality assurance.
• Provide technical support to field teams and partners.
• Facilitate learning reviews and reflection sessions to improve programme implementation.
• Support development of feedback mechanisms that promote community engagement and accountability.
• Work closely with programme coordinators, managers, field teams and external evaluators.
• Liaise with donors and partners on monitoring and evaluation matters.
• Represent MdM in M&E meetings and workshops.
• Monitor data entry processes in REDCap according to protocols and standard operating procedures.
• Provide data extracts to support programme analysis.
• Support study sites with data-entry processes and capacity building.
• Review data quality, identify and resolve data queries.
• Follow up on corrective actions related to protocol and data-quality gaps.
• Use REDCap data to populate Monitool indicators.
• Participate in quarterly site-monitoring visits.
• Complete study-monitoring checklists to ensure compliance with protocols, SOPs and Good Clinical Practice requirements.
• Perform other duties assigned by supervisors or management.

Requirements

• Degree or diploma in Monitoring and Evaluation, Data Management, Public Health or related fields.
• Minimum of two years’ experience in Monitoring and Evaluation.
• Minimum of three years’ experience working on development projects with international NGOs or NGOs.

• Experience in research data management or health research is an added advantage.
• Experience using REDCap or similar databases is an added advantage.
• Knowledge of research protocols, SOPs and Good Clinical Practice (GCP) is an added advantage.
