Official job description

The Public Procurement Appeals Authority (PPAA) is seeking one Legal Officer (Volunteer) to support its legal and appeals functions in Dodoma. The role involves analysing public procurement complaints and appeals, conducting legal research, preparing case summaries and draft decisions, supporting hearings, managing legal documents, and representing the Authority in legal proceedings when required.

Responsibilities

Conduct legal analysis and research on procurement complaints and appeals.
Prepare summaries of facts for registered complaints and appeals.
Present case facts and legal analysis to Members of the Appeals Authority.
Record proceedings during appeal hearings.
Prepare draft decisions for determined appeals.
Prepare and send hearing notifications and summons to parties and witnesses.
Compile documents required for judicial review proceedings.
Manage case-related documents and correspondence.
Represent the Appeals Authority in legal proceedings when required.
Conduct legal research and provide advice to the immediate supervisor.
Draft prescribed legal documents and forms.
Participate in reviewing the Procurement Act and Regulations and recommend amendments.
Perform other related legal duties assigned by the supervisor.

Requirements

Bachelor of Laws (LLB) from a recognised institution.
Postgraduate Diploma in Legal Practice from the Law School of Tanzania.
Registered as an Advocate of the High Court of Tanzania.
Must be a Tanzanian citizen.
Must be 35 years old or younger.
Must be the legitimate owner of all submitted academic and professional certificates.
Qualifications obtained outside Tanzania must have the required recognition/equivalency from the relevant authorities.
Must provide two guarantors who are public servants.
Must provide a confirmation letter from the Local Government Authority.
Must have no criminal or disciplinary convictions.
Must demonstrate good conduct and acceptable behaviour in the community.
Must be willing to serve under the volunteer arrangement.

First established under the Public Procurement Act No. 3 of 2001 and re-established under the Public Procurement Act No. 10 of 2023, PPAA provides an independent avenue outside the court system through which aggrieved bidders can submit complaints and appeals relating to public procurement and tendering processes, enabling disputes to be determined quickly and corrective measures to be taken where procuring entities have breached procurement law.
