Specialist Data Governance

CRDB Bank is looking for a Specialist Data Governance to join the Data Management Office at its Tanzania Head Office in Dar es Salaam, reporting to the Manager, Data Architecture and Integration. The role puts the bank's approved Data Governance Framework into practice, covering decision rights, data ownership and stewardship, governance forums, control monitoring and routing data issues to accountable owners.

Responsibilities

• Implement the data governance framework and RACI by identifying and onboarding Data Owners, Data Stewards and System Custodians, and keep the ownership register current.
• Draft, review and maintain governance policies, standards and procedures (data quality, classification, retention, sharing) aligned with ICT, security, risk and privacy policies.
• Serve as secretariat for the Data Governance Council and domain working groups, including agendas, papers, decision records and action tracking.
• Define governance controls and evidence requirements, run compliance checks, log exceptions and waivers, and escalate material non-compliance.
• Manage the enterprise data issue log, assigning owners, tracking resolution and referring cross-domain disputes to the right forum.
• Build governance checkpoints into system procurement, the SDLC and change management.
• Map controls to Bank of Tanzania requirements, the Personal Data Protection Act 2022 and BCBS 239, and coordinate audit and regulatory requests.
• Maintain the governance scorecard, support DAMA/DCAM maturity assessments and track the improvement roadmap.
• Design and deliver data governance training and awareness for leaders, owners, stewards and staff.

Requirements

• Bachelor's degree in Information Systems, Computer Science, Business Administration, Risk Management, Law, Information Management or a related field.
• At least 3 years of experience in data governance, data management, data quality, metadata, compliance, risk or information management in a complex enterprise.
• Working knowledge of DAMA-DMBOK2 and understanding of DCAM components and scoring.
• Knowledge of the Personal Data Protection Act 2022, Bank of Tanzania reporting requirements and BCBS 239 principles.
• Experience with governance or catalogue platforms (e.g. Microsoft Purview, Collibra, Informatica), SharePoint and Power BI.
• Strong policy writing, facilitation and stakeholder influence skills.
• CDMP, DCAM, CIPP/CIPM, COBIT or CISA certification and working SQL are an added advantage.
