The World Bank's Governance unit in Eastern Africa (EAEG1) is seeking an Extended Term Consultant (Financial Management, Grade EC2, 12-month term) to support financial management fiduciary assurance, public financial management systems, capacity building, and technical assistance for World Bank-funded operations in Tanzania and other countries within the Tanzania Country Management Unit.
Responsibilities
- Support high-quality financial management fiduciary assurance services for the World Bank’s country portfolio.
- Assess the adequacy of financial management arrangements for World Bank-funded operations and implementing entities.
- Provide financial management implementation support and supervision.
- Ensure compliance with applicable financial management requirements.
- Carry out capacity-building activities and support analytical work on financial management issues.
- Promote effective reliance on country systems where appropriate.
- Increase the use of technology for fiduciary due diligence and implementation support.
- Streamline financial management and disbursement processes.
- Contribute operational, policy, analytical, and advisory support to strengthen public financial management systems and institutions.
- Support the generation and exchange of knowledge relating to financial management and public financial management.
- Contribute inputs to portfolio reports, country briefs, thematic notes, and knowledge and learning events.
- Provide financial management support to other countries in the Tanzania Country Management Unit as needed.
Requirements
- Master's degree in accounting, public financial management, finance, or a related field
- Professional accountancy qualification (CPA, CA or equivalent) from an IFAC member body
- Relevant operational experience in project financial management, preferably in operations funded by the World Bank or other multilateral lending institutions
- Directly relevant experience and knowledge in FM fiduciary services or similar assurance/audit functions
- Understanding of World Bank-funded operations and of PFM systems and their use for such operations
- Team player with strong integrative skills and a track record of excellent relationship building with clients and colleagues
- Strong written and verbal communication skills in English
