We are seeking a Chief of Party – Faith and Community Initiative (FCI) to provide overall leadership and management of the FCI country programme in Tanzania. The role is accountable for achieving programme goals, objectives, and results while translating global FCI guidance into practical country strategies, work plans, budgets, and implementation arrangements. The Chief of Party will lead government and donor engagement, consortium and partner management, programme performance, financial stewardship, technical oversight, and the transition of FCI-supported services and systems toward sustainable government ownership.
Responsibilities

Provide overall leadership and management of the FCI Tanzania country programme.

Lead development and implementation of the FCI Tanzania Country Implementation Plan.

Translate global FCI standards and targets into country strategies, annual work plans, budgets, implementation arrangements, and performance milestones.

Adapt the global FCI model to Tanzania's health-system architecture, disease burden, geographic priorities, national policies, and faith-based health-service environment.

Ensure programme implementation complies with donor requirements, national policies, technical standards, World Vision policies, and Tanzanian laws.

Champion cost-efficient programme delivery and the FCI 80/20 efficiency principle.

Serve as the principal in-country representative to the U.S. Embassy and GHSD country team.

Build and maintain strategic relationships with the Ministry of Health, PO-RALG, Ministry of Finance, national health programmes, RHMTs, CHMTs, LGAs, and other Government stakeholders.

Develop partnerships with Christian Health Associations, faith-based organizations, community health networks, and other strategic partners.
-
Represent FCI in relevant national steering and coordination structures.

Coordinate with Global Fund, CDC/PEPFAR/GHSD and other health programmes to promote complementarity and avoid duplication.

Lead high-level negotiations with Government authorities concerning the transition and absorption of FCI-supported services, health workers, facilities, commodities, and data systems.

Develop and oversee a country-specific sustainability and transition plan.

Secure and promote Government commitments and co-investment for the long-term financing of frontline health workers, facilities, and community platforms.

Track transition progress and proactively manage risks affecting government absorption and programme sustainability.

Lead, supervise, and motivate technical and programme-management staff.

Manage in-country consortium members, implementing partners, and sub-partners.
-
Oversee country operations, logistics, procurement, and administration.

Directly supervise the Country Technical Director, Finance and Compliance Manager, and MEL Manager.

Build a programme culture centred on collaboration, performance, learning, integrity, safeguarding, and accountability.

Provide strategic oversight of integrated programming across HIV, TB, malaria, maternal and child health, nutrition, community health, and health systems strengthening.

Ensure interventions strengthen existing national systems rather than creating unnecessary parallel structures.
-
Review programme performance against agreed targets, indicators, milestones, and quality standards.
-
Chair periodic programme performance and technical-review meetings.
-
Ensure implementation bottlenecks, quality gaps, underperformance, and emerging risks result in documented corrective actions.

Promote joint analysis of programme, service-delivery, and financial data for management decisions.

Provide strategic oversight of the FCI hub-and-spoke service-delivery model.
-
Strengthen referral systems, continuity of care, community-to-facility linkages, and integration of priority health services.

Promote systematic continuous quality-improvement approaches.
-
Ensure programme implementation responds to geographic, epidemiological, and health-system differences across Tanzania.

Ensure monitoring and data systems align with Government health-information systems.
-
Promote data quality, completeness, timeliness, and evidence-based decision-making.
-
Lead adaptive management and adjust strategies, work plans, and resource allocations based on programme evidence.

Hold overall accountability for programme administration, financial management, grants/contracts, partner management, and stewardship of programme resources.

Oversee programmatic and financial reporting and ensure donor and statutory compliance.
-
Monitor budgets, expenditure, cash flow, procurement, partner advances, audit readiness, and financial risks with the Finance & Compliance Manager.

Ensure programme expenditure is reasonable, allowable, properly documented, and aligned with programme objectives.

Identify and manage programmatic, financial, safeguarding, security, and reputational risks.
Requirements

Minimum 10 years of progressively responsible experience managing large-scale, donor-funded health programmes.
-
Significant senior leadership experience covering programme management, financial oversight, and staff supervision.
-
Previous experience as a Chief of Party, Deputy Chief of Party, Project Director, Programme Director, Country Programme Manager, or equivalent is strongly preferred.

Demonstrated experience engaging institutional donors, U.S. Government agencies, host governments, and multi-organisation consortia.

Experience representing major health programmes with U.S. Embassies/USG agencies, national governments, the Global Fund, and other development partners.
-
Strong experience with PEPFAR, CDC, USG, DoD, Global Fund, or comparable institutional health donors is strongly preferred.

Experience supporting government ownership, institutionalisation, sustainability, and transition of donor-supported programmes.

Experience negotiating or facilitating integration of donor-supported services, health workers, systems, and costs into government structures.

Experience managing complex donor awards, regulatory and contractual compliance, financial stewardship, audits, and risk.

Strong strategic leadership and programme-management capabilities.

Excellent diplomacy, negotiation, stakeholder-engagement, and partnership-management skills.

Strong understanding of integrated health programming, including HIV, TB, malaria, maternal and child health, nutrition, community health, and health systems strengthening.

Ability to lead multidisciplinary technical teams.

Experience managing complex consortium arrangements and partnerships with local organizations and FBOs.

Understanding of faith-based and community health-service delivery systems.

Strong understanding of programme funding mechanisms and budget management.

Ability to coach, mentor, and develop staff.

Strong knowledge-management capabilities.

Master’s degree in Public Health, International Development, Business Administration, Public Administration, Health Systems Management, or a related field.

Excellent written and verbal communication skills in English.

Proficiency in relevant Tanzanian/local language(s) is strongly preferred.
