We are seeking a MEL Manager – Faith and Community Initiative (FCI) to lead the design, implementation, and management of the Monitoring, Evaluation, and Learning system for FCI Tanzania. The role will establish MEL frameworks, indicators, data systems, performance dashboards, reporting mechanisms, and learning processes while ensuring alignment with global FCI standards and Tanzania's national health-information systems. The manager will ensure credible programme data is translated into evidence for decision-making, adaptive management, continuous quality improvement, and programme learning.
Responsibilities

Lead the development, implementation, and periodic review of the FCI Tanzania MEL Plan.

Develop and maintain results frameworks, indicator matrices, indicator reference sheets, performance monitoring plans, data-flow diagrams, reporting calendars, data-quality protocols, and learning agendas.

Adapt global FCI indicators to the Tanzanian context while maintaining consistency with Government and donor definitions.
-
Establish an integrated MEL architecture covering community platforms, spokes, hubs, regional and council systems, and national reporting systems.

Define data roles, reporting responsibilities, source documents, reporting frequency, and verification arrangements across World Vision, health facilities, community partners, and consortium members.

Integrate MEL requirements into programme work planning, implementation, budgeting, and partner agreements.

Develop measurement approaches for integrated service delivery, facility performance, workforce capacity, service quality, community engagement, referrals, continuity of care, and sustainability.

Establish systems for analysing programme performance by geography, facility, hub/spoke, age, sex, population group, and intervention.

Use GIS and geospatial analysis where appropriate to support geographic prioritization, service-gap analysis, partner mapping, and programme coverage.

Establish and coordinate routine programme performance-management systems.
-
Develop and maintain dashboards, scorecards, and analytical products for programme leadership, Government, and implementing partners.

Lead periodic performance-review and data-use meetings.
-
Translate identified performance gaps into corrective actions, responsibilities, and timelines.
-
Analyse programme, service-delivery, referral, quality, and contextual data to identify implementation bottlenecks.
-
Promote evidence-based adaptive management and use data to improve work plans, priorities, implementation approaches, and technical support.
-
Establish mechanisms for capturing and sharing lessons from high- and low-performing sites, innovations, and corrective actions.
-
Lead programme data collection, entry, management, cleaning, analysis, interpretation, and reporting.
-
Conduct routine Data Quality Assessments (DQAs/RDQAs), data verification, and data-review meetings.
-
Contribute to Government and donor reporting, including DATIM or applicable GHSD reporting systems.
-
Prepare technical presentations, dashboards, learning products, and evidence summaries.
-
Provide programme leadership with timely data and analysis for management and decision-making.

Align FCI MEL systems with Tanzania's HMIS/DHIS2 and relevant disease-specific information systems.
-
Support integration of faith-based, community, and private health providers into national reporting systems where appropriate.

Work with the Ministry of Health, CHAs, FBOs, RHMTs, CHMTs, and implementing partners to strengthen routine health-data reporting.

Promote the FCI approach of using HMIS/DHIS2-first rather than creating parallel reporting systems.
-
Support referral and counter-referral tracking and measurement of continuity of care across the hub-and-spoke model.
-
Strengthen programme capacity to use and sustain national health-information systems.
-
Supervise and provide technical guidance to FCI Tanzania MEL personnel.

Establish MEL performance expectations and provide coaching, mentoring, and professional development.
-
Assess MEL and data-management capacity among consortium members, faith-based facilities, and local implementing partners.
-
Develop and implement partner-specific MEL capacity-strengthening plans.
-
Provide training on indicators, data collection, HMIS/DHIS2, donor reporting, data quality, analysis, visualization, interpretation, data use, confidentiality, and data protection.

Strengthen facility and community teams' ability to use data for local decision-making.
-
Build hub capacity to support spokes with data-quality and data-use functions.
-
Develop sustainable MEL job aids, dashboards, and standard operating procedures.
-
Document and share country innovations, lessons learned, and promising practices with the Global MEL Team.

Support evaluations, operational research, implementation research, assessments, baseline studies, and special studies when required.

Ensure programme learning is translated into practical programme changes and future work planning.
Requirements

Minimum 8 years of progressively responsible MEL experience on donor-funded health or development programmes.
-
At least 5 years of experience in a senior MEL or data-management role supporting large, multi-region or multi-partner health programmes.

Significant experience designing and managing programme MEL systems.

Demonstrated experience developing MEL plans and performance-management frameworks.
-
Experience with indicator development and indicator reference sheets.
-
Experience with data-management systems, routine monitoring, performance reporting, data visualization, evaluation, and learning.
-
Practical experience conducting DQAs/RDQAs and data verification.
-
Strong practical experience working with Tanzania's HMIS/DHIS2 and national health-information structures.
-
Experience with disease-specific information systems, particularly HIV/TB systems, is highly desirable.

Experience with PEPFAR/GHSD reporting, DATIM, or comparable donor-reporting systems is strongly preferred.

Experience working with the Ministry of Health, PO-RALG, RHMTs, CHMTs, health facilities, and local implementing partners.

Experience managing MEL across facility and community service-delivery platforms is strongly preferred.

Strong quantitative analytical skills.

Familiarity with commonly used statistical and dashboard tools.

GIS/geospatial analysis experience is an advantage.

Experience designing or supporting evaluations, implementation research, or operational studies is preferred.

Experience building MEL capacity within local organizations and health facilities.

Experience working with faith-based health networks or FBOs is desirable.

Strong understanding of confidentiality, ethical data management, health-data security, and protection of sensitive health information.

Bachelor’s degree in Medicine, Epidemiology, Statistics, Biostatistics, Public Health, Health Informatics, Data Science, or another closely related field.

Master’s degree in Epidemiology, Biostatistics, Public Health, Data Science, Monitoring and Evaluation, Health Informatics, or a related discipline is strongly preferred.
