We are seeking a Technical Director – Faith and Community Initiative (FCI) to provide senior technical leadership for World Vision Tanzania’s FCI programme. The role will translate global FCI strategies into a Tanzania-specific implementation approach and oversee integrated health programming across government facilities, faith-based health facilities, and community platforms.
The Technical Director will lead technical quality and health systems strengthening across HIV, TB, malaria, reproductive, maternal, newborn, child and adolescent health (RMNCAH), nutrition, and community health services. The position will work closely with the Ministry of Health, PO-RALG, regional and council health management teams, faith-based organizations, implementing partners, and donors to strengthen sustainable and integrated health-service delivery.
Responsibilities

Provide overall technical direction for FCI Tanzania in coordination with the Chief of Party and Global FCI Technical Director.

Translate the global FCI technical strategy, standards, tools, and protocols into a Tanzania-specific implementation framework.

Ensure programme implementation aligns with Ministry of Health policies, national guidelines, donor requirements, and FCI global technical standards.

Lead technical planning, implementation, and coordination across government, Christian Health Associations, faith-based health facilities, and community platforms.

Oversee integrated delivery of HIV, TB, malaria, RMNCAH, nutrition, and community-health interventions.

Lead implementation and continuous improvement of the FCI integrated hub-and-spoke service-delivery model.
-
Strengthen linkages between government facilities, faith-based facilities, community health workers, faith leaders, and other community structures.
-
Strengthen referral and counter-referral systems to improve referral completion, follow-up, continuity of care, and client re-engagement.

Work with the Ministry of Health, PO-RALG, RHMTs, CHMTs, and Local Government Authorities to integrate FCI approaches into existing health systems.

Strengthen frontline health-worker capacity through competency-based training, mentorship, supportive supervision, coaching, and task optimization.

Lead continuous quality improvement initiatives across participating facilities and community platforms.

Strengthen coordination between government and faith-based health systems in service delivery, workforce development, diagnostics, supply chains, supervision, referrals, and health information.

Establish and oversee a Tanzania FCI technical quality-assurance framework.
-
Conduct and oversee technical reviews, supportive supervision, mentorship, and facility and community quality assessments.
-
Monitor programme technical quality against established standards, targets, and milestones and lead corrective actions where necessary.

Work closely with the MEL Manager to monitor service-delivery performance, quality of care, referrals, and continuity of care.

Promote systematic use of Tanzania's HMIS/DHIS2 and other approved national information systems for technical decision-making.

Analyze programme performance data to identify service gaps, emerging trends, bottlenecks, and opportunities for improvement.

Lead periodic technical performance reviews and adaptive-management processes.
-
Ensure programme monitoring strengthens existing national systems rather than creating parallel mechanisms.
-
Identify, document, and disseminate technical innovations, promising practices, implementation lessons, and evidence.
-
Promote cross-hub learning, peer mentorship, and South-to-South learning with other FCI countries.
-
Identify effective service-delivery approaches for institutionalization, replication, and scale-up.
-
Lead technical approaches for programme sustainability and transition to government, FBO, and locally owned systems.
-
Maintain strong technical relationships with relevant national health programmes and government institutions.
-
Represent FCI Tanzania in relevant Technical Working Groups, technical meetings, quality-improvement forums, and implementing-partner coordination mechanisms.

Coordinate technically with CDC/PEPFAR, DoD/PEPFAR, Global Fund, and other health implementing partners.

Maintain strong partnerships with Christian and other faith-based health providers and community-health organizations.

Support consortium and local partners in strengthening community-facility linkages, treatment literacy, adherence, follow-up, and re-engagement in care.

Provide technical guidance on community and faith engagement addressing stigma, harmful gender norms, health-seeking behaviours, male engagement, and barriers affecting adolescents and youth.

Promote meaningful involvement of faith leaders, community leaders, CHWs, and community structures while maintaining appropriate clinical standards.

Build the technical and institutional capacity of FCI staff, consortium partners, faith-based facilities, and local implementing organizations.

Manage and provide technical supervision to in-country technical personnel.
-
Establish performance expectations and provide regular coaching, mentoring, and professional development for technical staff.
-
Coordinate technical planning across World Vision Tanzania, consortium members, faith-based facilities, and community partners.
-
Provide technical input into annual work plans, budgets, geographic prioritization, partner scopes, procurement specifications, and implementation schedules.

Work with programme leadership, Finance & Compliance, and MEL teams to ensure technical plans are adequately resourced, measurable, and cost-effective.

Review partner work plans and performance and recommend corrective action when technical standards or expected results are not achieved.

Support resource prioritization toward frontline health workers, facilities, and community service delivery.
Requirements

Master’s degree in Public Health, Medicine, Epidemiology, Health Systems Management, Global Health, Nursing, Community Health, or another closely related clinical or public-health field.

Clinical qualification in medicine, nursing, or another recognized health profession is preferred.

Minimum 8–10 years of progressively responsible technical experience in integrated health programming.

Significant experience in HIV, TB, malaria, maternal and child health, nutrition, and/or health systems strengthening.

Strong technical expertise in at least two priority health areas, with HIV/TB and health systems/service-delivery experience strongly preferred.

Senior technical leadership experience on complex donor-funded health programmes.
-
Experience overseeing programmes operating across multiple regions, facilities, or community platforms.

Experience adapting evidence-based technical models, clinical or programmatic guidelines, and quality-improvement approaches to the Tanzanian or comparable context.

Strong understanding of integrated health-service delivery and health systems strengthening.

Experience strengthening community-facility linkages and referral and counter-referral systems.

Experience supporting continuity of care and frontline health-workforce strengthening.

Demonstrated experience with supportive supervision and continuous quality improvement.

Experience working with the Ministry of Health, PO-RALG, national health programmes, RHMTs, CHMTs, and Local Government Authorities.

Experience working with USG/GHSD/PEPFAR, Global Fund, or other major donor-funded health programmes is strongly preferred.

Experience with Christian Health Associations, faith-based health facilities, or comparable faith-health networks is highly desirable.
