Manager Master Data and Metadata

CRDB Bank is looking for a Manager Master Data and Metadata to lead its enterprise master data management (MDM), reference data, metadata, data catalogue and data lineage capabilities within the Data Management Office at the Tanzania Head Office in Dar es Salaam, reporting to the Senior Manager, Data Management and Governance. The role owns the strategy, operating model, standards and roadmap for these areas and leads a team of specialists.

Responsibilities

• Own the master data, reference data, metadata and lineage strategy and multi-year roadmap, including objectives, KPIs, budgets and balanced scorecard targets.
• Lead MDM processes and platforms covering governed creation, matching, survivorship, hierarchy management and synchronisation, and set reference data lifecycle controls.
• Build and run the metadata capability: standards, business glossary, data dictionaries, CDE definitions, classification tags and the enterprise data catalogue.
• Ensure end-to-end lineage for CDEs and regulatory reports is built, validated and recertified, with impact analysis before changes go live.
• Run master data stewardship with domain owners, stewards and system custodians, including decision rights, exception queues and escalation paths.
• Act as business and functional owner for the MDM hub and catalogue/lineage platforms, covering requirements, vendor evaluation, UAT, cutover and vendor performance.
• Ensure compliance with Bank of Tanzania KYC/AML and reporting requirements, the Personal Data Protection Act 2022 and BCBS 239, and respond to audit findings on time.
• Define and monitor KPIs and report to senior management, the Data Governance Council and steering committees.
• Lead, coach and develop the team, plan succession and manage the unit's operating and licence budget.

Requirements

• Bachelor's degree in Computer Science, Information Systems, Information Management, Data Science, Statistics or a related field; a Master's degree in a relevant field is preferred.
• Minimum of 5 years of experience in data management, MDM, data governance, data quality, metadata management, data architecture, integration or analytics.
• Strong knowledge of DAMA-DMBOK2 (reference, master and metadata management) and familiarity with DCAM scoring.
• Knowledge of MDM architecture styles, entity resolution, survivorship, hierarchy management, business glossary, catalogue and lineage concepts.
• Hands-on experience with MDM and catalogue/lineage platforms (e.g. Informatica, Ataccama, Reltio, Semarchy, Microsoft Purview, Collibra), plus working SQL.
• Knowledge of Bank of Tanzania reporting and KYC/AML rules, PDPA 2022, BCBS 239, T24 structures and ISO 8000/ISO/IEC 11179.
• Proven leadership of specialist teams, strategy-to-roadmap delivery and executive communication; CDMP, DCAM, PRINCE2 or PMP is an added advantage.
